POSITION TITLE: General Manager
ORGANIZATIONAL RELATIONSHIP
REPORTS TO: The Board of Directors
SUPERVISES: All the Staff members
CO-ORDINATES WITH: All staff members, BOD, Committees.
CORE FUNCTIONS: Accounting and Administration (Planning, Organizing, Directing, Controlling the Human and Material Resources of the Credit Union)

DUTIES
1. PLANNING & ORGANISING
a. Implementing the policies laid down by the General Assembly and represents the Credit Union vis-à-vis third parties within the limit of the powers delegated to him/her by the General Assembly. Such delegation of power will be written.
b. Drafting and submitting for Board approval, the program of activities, the budget, strategic plans and investment proposals of the Credit Union.
DIRECTING AND CONTROLLING
a. Ensuring the judicious use of funds, proper execution of the budget and the proper use and maintenance of buildings, office furniture and equipment and all other assets of the Credit Union.
b. Ensuring that the internal organization of services is efficient, and that proper and accurate accounting is maintained.
PERFORMANCE REPORTING
a. Prepares for and participates in Board of Directors meetings in an advisory capacity; presents financial & non-financial reports to the BOD, records resolutions and recommendations for implementation.
b. Drafts periodic management reports and keeps the BODs informed on all Credit Union operations, problems and possible solutions.
c. Reviews financial results and reports the key trends and occurrences that underline these results, together with advice on which problems should be addressed.
IMPLEMENTING AND EXECUTING
a. Studies the Supervisory and inspection reports, minutes of various committees for implementation or recommendations.
b. Implements the policies laid down by the Board of Directors and represents the Credit Union vis-à-vis third parties within the limits of the powers delegated by the BOD.
c. Implements the budget, business plan of the Credit Union and prepares monthly budget and plans review statements.
PERSONNEL MANAGEMENT
a. Manages the Personnel of the Credit Union in accordance with the laws in force and carries out periodic and annual staff appraisal.
b. Supervises all staff under him/her and actively participates in their recruitment, induction and on-the-job training.
c. Presents staff problems to the Board of Directors with possible solutions.
d. Maintains good relations with the staff, Board of Directors, members and the general public.
e. Communicates and interprets the Credit Union’s policies to subordinates.
FINANCIAL MANAGEMENT
a. Causes loans to be paid to members within the laid down Loan Policy, and forwards others with comments, if any, to the approving authorities: Credit Committee and/or Board of Directors.
b. Ensures that all delinquent members are notified when they fall behind in their installment repayments and follow-up repayment of written off loans. c. Gives financial counseling to the members and those on the spot membership education and promotion.
d. Keeps the Board of Directors informed of current trends in the financial market and ensures to maintain proper cash flow and liquidity management as required by the law.
e. Controls the income and expenses of the Credit Union within the limits delegated, prepares consolidated monthly, quarterly and annual or periodic statements and reports alongside key trends and occurrences to the BOD, proposing solutions to the identified problems.
OFFICE MANAGEMENT
a. Keeps all correspondences for action and forwards to the Board of Directors those needing their attention.
b. Ensures the maintenance of the confidentiality of all Board/Committees minutes, records, legal and historic documents.
c. Holds regular meetings with collaborators on major management issues of the institution.
d. Ensures that the Branch Management implements the policies laid down by the Board of Directors in the management of Branch Offices.
REGULATORY ENVIRONMENT
a. Law No. 92/006 of 14th August 1992 and Decree No 92/455/PM of 23rd November 1992.
b. Regulation No. 01/02/CEMAC/COBAC relating to the conditions for exercising Micro Finance activity within the Economic and Monetary Community for Central Africa.
c. OHADA Uniform Act governing Cooperative Societies of 15th day of December 2010
